The nature of this facility is unconfirmed, but speculated to be an early prototype for the more well-known HAARP project's transmitter in Alaska. Some residents have speculated that the array and its functions may be responsible for the conspiracy theories surrounding the similar device in Alaska, whose official purpose has been purely for scientific research.

Each of the cross-shaped elements acts as a transmitter in the HF band, allowing for the projection of pulsed energy waves into the ionosphere. Estimates given the power generation capacity on site indicate the array may be capable of a total output of close to 10 MW, enough to excite particles in the ionosphere and possibly the rift itself.

Numerous reports of activity at the array have been made by the residents, including the occasional presence of an artificial intelligence which - when released from its original carrier - was able to "learn" from the systems at the array.
